SpiCa's radio wasn't working, but the barrier wasn't the reason. The Central Control System had simply cut off her communications.
"The Central Control System should have notified the people outside already, right? And prepared a way for us to escape?"

The escape vehicles Terra referred to were three Anti-Gravity Motorbikes.
These experimental models relied on the Central Control System's gravity control to function and served as Zodiacal's exclusive transportation. They had the advantages of not damaging the roads and making use of the space above them.
They hovered roughly two or three meters above the ground and couldn't fly any higher, but that was just enough to avoid interference from the magical girl zombies (extras).
After all, everyone knew zombies didn't have knees.
"You're just going to let them go?"
"Of course not! Once they're on those bikes, where they go won't be up to them!"
