In the Divine World, thanks to the Magic Web, most Mages relied on it to cast spells. Only high-ranking Mages could cast independently without relying on the Magic Web, but doing so lowered the ceiling on the spells they could cast.
A Mage capable of casting Ninth-Ring Spells could cast no higher than Fifth-Ring Spells independently if they wanted to avoid backlash.
And since the Magic Web was so convenient, the Authority of Independent Casting had brought Azuth virtually no followers.
