The 5th Wizard Alliance Assembly began its intensive preparations amid the discussions of countless lives.
Unlike previous Wizard Alliance Assemblies, the Wizarding World had developed and fully emerged from its state of war. As a result, the wizards had gradually begun to pay attention to the venue and etiquette, matters they had not considered important in past meetings.
In the past, the major factions of the Wizarding World had all been at war. Every time the wizards convened an Alliance Assembly, they had done so in great haste. No preparations were made for the venue; they would often simply find a relatively safe place and hold the meeting there.
The wizards attending were mostly commanders from the front lines, and none of the unimportant formalities had a place in the proceedings. After all, the fighting at the front was fierce, and once the meeting ended, the wizards would have to return to the front lines and continue directing the war.
The overall process of the meeting had been designed to save as much time as possible.
Any ceremony before the meeting had been almost entirely omitted. As soon as everyone attending had arrived, the meeting would begin.
Thus, amid all these factors, the first few Alliance Assemblies of the Wizarding World had displayed none of the cultural elements associated with wizards.
A civilization's foundations relied equally on military might and culture. A civilization with military might but no culture could easily collapse from within. A civilization with culture but no military might could not withstand outside invasion.
As wise men, the wizards understood this principle well. When circumstances allowed, they naturally sought to embrace the power of culture, too.
In addition to the major factions of the Wizarding World, the notices about the meeting had also reached the Otherworld Sovereigns
