As the Wizarding World developed, the standard for a small force had risen: it now needed at least a Fourth-Level Wizard at its head. A mid-sized force needed a Fifth-Level Wizard, a large force needed a Sixth-Level Wizard, a giant force needed a Seventh-Level Wizard, and a colossal force needed an Eighth-Level Wizard.
With the Wizarding World's powerful Advanced Meditation Methods and advanced technology, these small and medium-sized forces alone could crush a great many worlds.

The Four Extremes of the Fringe Region and the Six Islands of the Oceanic Region each had a Sixth-Level Wizard at their head, accompanied by the World Favor. Since these regions had developed relatively late, their strongest wizards were only Sixth-Level, and there were comparatively few of them.
