He could not make sense of what use that rule had.

There was nothing particularly special about Rule 15 itself.
The question was, who had added it?
At present, aside from Megumi Fushiguro inside him, only Kenjaku had enough points to add a rule to the Culling Game.
Kenjaku would not add a seemingly meaningless rule for no reason, unless... Kenjaku knew he was about to die.
That rule had not been added for himself. It was to ensure that even if he died, the plan could continue.
