Background

Sunagakure faces severe material pressure compared with the fertile Land of Fire. The Land of Wind suffers from desert conditions, scarce water, and limited supplies, while the Land of Fire possesses abundant forests and arable land. These inequalities are presented as a central cause of Sunagakure's attempt to seize territory and resources from Konohagakure. 4

The village's war effort is also driven by a concealed leadership crisis. The Third Kazekage, regarded as Sunagakure's strongest Kazekage, vanished without a trace; Chiyo and Ebizo's secret search produced neither a body nor evidence of his fate after half a month. Publicly, the village maintains that he is in seclusion. 11 26

Sunagakure's leadership considers this secret existential: exposure could destabilize the village, worsen its financial crisis under the Wind Daimyo's budget cuts, and invite intervention by rival nations. The Kikyo Pass campaign is therefore intended to secure supplies, demonstrate continuing military strength, and initially preserve the impression that the Third Kazekage remains in control. 11

Rasa's battlefield successes and the Third Kazekage's continued absence elevate him from a prospective successor to Sunagakure's acting leader and, by the Handover Canyon operation, its Fourth Kazekage. His leadership remains constrained by the village's poverty, the prospect of internal unrest, and the need to maintain military legitimacy. 11 58 93

After Pakura's capture, Sunagakure's leadership considers her return economically and politically dangerous. Rasa argues that paying Konoha's demanded reparations would devastate the village and that Pakura's prior abandonment of the right flank makes her a convenient figure to bear responsibility for the defeat. He therefore plans to turn her death into propaganda that would restore morale and justify renewed war. 58

Chiyo later states that surrendering the two gold mines would leave Sunagakure unable to maintain its ninja academy the following year. Pakura contrasts the village's treatment of returning shinobi—new assignments from its leadership rather than a civilian welcome—with the reception she witnesses in Konoha. 96 111

Leadership and Military Assets

Kikyo Pass Campaign

Supply-line ambush

Sunagakure dispatches an elite force to intercept a Konohagakure convoy carrying Explosive Tags and medical supplies toward Kikyo Pass. The attackers use coordinated close-quarters assaults and explosive-tag kunai to destroy the convoy formation, killing or incapacitating most of its Genin guards. 6

Rasa personally joins the ambush on a Gold Dust platform, declaring that the supplies will not reach Kikyo Pass. After killing several defenders and ordering Captain Yamada's execution, he leaves elite subordinates to eliminate the survivors. 6

Qian Ye escapes with intelligence about the ambush. His subsequent killing of Rasa's pursuing elite shinobi with an unknown explosive weapon leaves a ten-meter-wide crater, leading Rasa to conclude that the planned dawn attack has been compromised. 9 10 11

Premature general assault

Rather than wait for reinforcements to reach Konoha, Rasa abandons the concealed attack plan and orders Sunagakure's entire army to launch an immediate assault on Kikyo Pass. Thousands of shinobi advance under his command. 10 11

The offensive commits major village assets at once: Rasa suppresses Konoha with Gold Dust, Pakura attacks the right flank with Scorch Release, puppet forces breach defenses, and Fū remains available in the rear. 14 26

Pakura's Scorch Release proves especially destructive. Her Scorch Release: Steam Kill removes moisture from victims' bodies, leaving dried corpses, while her heat attacks can melt stone and force Konoha's defenders into retreat. 14 28

Right-flank collapse

Qian Ye's revolver attacks kill more than twenty Sunagakure Genin and Chunin on the right flank, creating confusion because the weapon requires neither chakra nor hand seals. Pakura leaves her command position to pursue him, allowing Konoha to exploit the gap and drive Sunagakure's right flank backward. 15 17

Chiyo holds Pakura responsible for the resulting losses: thirty-seven Chunin are killed and twelve Jonin seriously injured after the offensive collapses. 18

During Sunagakure's renewed assault, Qian Ye lures Pakura into Konoha's Four Violet Flame Formation. Pakura suffers a Scorch Release backlash and is captured alive after Qian Ye stabilizes her condition with water- and wind-nature chakra. 28 31 32

Rasa determines that attempting a rescue would expose the assault force to Orochimaru's encircling troops. He orders a retreat, abandoning Pakura and ending the immediate offensive. 31

Failed peace settlement and Handover Canyon ambush

Following Pakura's capture, Sunagakure publicly accepts Konoha's severe peace demands: the transfer of two gold mines and reparations equal to twenty percent of its military budget for three years. Rasa, Chiyo, and Ebizo privately consider the terms ruinous and instead plan to use the prisoner exchange to kill Pakura, blame Konoha for her death, and reignite Sunagakure's war effort. 58 61 87

Rasa also forms a secret alliance with Kumogakure. The two villages intend to eliminate Minato Namikaze at Handover Canyon, then exploit Konoha's weakened positions: Sunagakure would press from the west while Kumogakure attacks the Land of Fire from the east. 82 83

At the exchange, Chiyo activates the Four-Sided Sealing Formation, cutting off Minato's external Flying Thunder God coordinates. The apparent Rasa is exposed as a human-skinned puppet that detonates Gold Dust bombs and releases poison mist; the trap is intended to kill Minato, Pakura, Qian Ye, and the rest of the Leaf delegation. 88

The ambush fails when Qian Ye absorbs and redirects much of the explosion's force, Minato clears a temporary safe area with Wind Release, and Orochimaru attacks the formation's external support nodes. Rasa's Gold Dust forces delay Orochimaru outside the canyon, but Nara and Aburame operatives disable the barrier-maintenance teams and chakra disks. 89 93

Although Chiyo and Kumogakure reinforce the trap with Dodai, Yugito Nii, and the Two-Tails, the combined force cannot eliminate Minato's group. The barrier is further destabilized by Garp's intervention against Matatabi, while Orochimaru's forces break through and rout Sunagakure's surrounding troops. Rasa retreats, and Chiyo later escapes into the desert. 99 100 101

Pakura survives the operation and realizes that Sunagakure intended to murder her for political advantage. She rejects Chiyo's justification that her death was necessary for the village, abandons Sunagakure, and becomes Qian Ye's personal protector under the name Ye. 94 101 102

Aftermath and wider war

Konoha's forces destroy Sunagakure's outer defenses at Handover Canyon and pursue the retreating Kumogakure contingent through its tunnels. Subsequent accounts describe Sunagakure as having been forced into peace talks and the cession of two gold mines. 102 112

When Iwagakure, Kumogakure, and Kirigakure open major fronts against Konoha, Sunagakure remains a potential threat despite the settlement. Konoha's leaders cite the limited terms imposed on Sunagakure while debating their response to the wider war. 133 134

Relations

• Konohagakure — Primary enemy at Kikyo Pass; Sunagakure targets its supply lines and defensive positions in an attempt to seize resources and secure a decisive victory. After its failed Handover Canyon ambush, the village is forced into peace talks and the cession of two gold mines, though the relationship remains hostile and unstable.
