He sees himself as the village’s misunderstood protector: the man who performs necessary dirty work while Hiruzen receives public admiration. History

Attempt to Discredit Sakumo

Danzo initially seeks Orochimaru’s cooperation in falsifying the Kikyo Pass battle report. He wants Sakumo Hatake blamed for hundreds of Konoha deaths and supply shortages, offering Root’s support for Orochimaru’s appointment as Fourth Hokage in exchange. Orochimaru burns the proposal and submits the truthful report to Hiruzen 23 39.

Pakura’s capture gives Hiruzen a valuable bargaining chip against Sunagakure. To destroy that advantage, Danzo orders Jia and Yi to intercept her escort and kill everyone. The attackers are instructed to use Hatake swordsmanship and pose as disgruntled White Fang followers, turning the massacre into an accusation against Sakumo 39 42.

Qian Ye defeats the assassins, and Pakura survives. Danzo nevertheless hopes Yi’s dying performance will turn the surviving clan heirs against Sakumo. He orders further rumors claiming Sakumo intends to provoke another war to conceal his failed mission 50 51.

The survivors instead give a coordinated account blaming Sunagakure. Danzo pressures Hyuga Tianfeng and Uchiha Yan to identify an internal enemy, but neither follows his intended narrative. Hiruzen accepts their testimony and rejects Danzo’s demand to take Qian Ye into Root for interrogation 52 53.

Qian Ye’s Apparent Recruitment

Root agents summon Qian Ye, bringing him to an underground hall surrounded by masked operatives. Danzo tries to intimidate him and force him to revise his testimony about the escort attack. Qian Ye counters with flattery, then claims the Uchiha are concealing the attackers’ identities to recruit Sakumo into the Police Force 65 66 68 69.

The fabricated explanation exploits Danzo’s fear of an alliance between White Fang’s swordsmanship and the Sharingan. Danzo begins viewing Qian Ye as an ideal Root recruit. Qian Ye further wins his trust by presenting Sakumo’s persecution as a necessary defense of shinobi discipline 69 70.

Danzo offers personal training and membership in Root. Qian Ye declines immediate transfer, arguing that remaining Orochimaru’s disciple would let him gather intelligence without provoking Hiruzen.
