Cui Ciyou pointed at himself and continued:
"We can publicly declare that the intelligence about the 'Displacement Incident' came from me-Cui Ciyou-a 'Prescient Blessed Child' capable of seeing glimpses of the future."
"That identity will give this unprecedented mass relocation an indisputable justification."
Cui Ciyou continued refining the plan:
"I also suggest that no later than Dragon King Calendar Year 416, one year to six months before the Displacement Incident, the Asla Kingdom issue an official proclamation of the highest order."
"Citing 'a Blessed Child's prophecy of impending disaster,' it must strictly prohibit anyone who is not a permanent resident of the Fitoia Territory from entering its borders."
"At the same time, every resource the kingdom possesses-its armies, administrators, and supplies-must be mobilized to give House Boreas its full support."
"We must ensure that the Fitoia Territory truly becomes an 'uninhabited land' before Dragon King Calendar Year 417 arrives."
After hearing Cui Ciyou's extraordinarily bold, tightly interlocking plan, Philip's eyes once again shone with admiration.
"Brilliant... this is simply brilliant!" he could not help exclaiming.
"Attributing the prophecy of disaster to a 'Blessed Child' will give us the best possible chance of convincing both the royal family and the people."
"It also provides a plausible explanation for the source of the intelligence... and sealing off the territory in advance will minimize the number of victims..."
But then he frowned again, looking at Cui Ciyou with concern:
"Still, Ciyou, if you publicly
