Strength Classification
The World Alliance’s level-appraisal system divides Pokémon strength into nine major tiers, each with ten levels. Portable appraisal watches display only the major tier; research institutes and Trainers Associations can determine the precise level. 120
| Tier | Level Range | Notes |
|---|---|---|
| Nascent | 1–10 | Official entry tier. |
| Growth | 1–10 | Developing Pokémon tier. |
| Professional | 1–10 | Associated with professional-level combat. |
| Elite | 1–10 | Above Professional Tier. |
| Qualitative Leap | 1–10 | A major threshold in a Pokémon’s development. |
| Boss | 1–10 | High-level combatants capable of leading groups. |
| Elite Four | 1–10 | Greatly surpasses Boss Tier; conventional numbers alone may not overcome this gap. 270 |
| Peak | 1–10 | Near the highest recognized conventional level. |
| Pseudo-Legendary | 1–10 | The highest official tier; Level 10 was originally left vacant as an aspirational ceiling. 120 |
Factors affecting strength
- Level measures a Pokémon’s broad growth, but does not by itself determine battle outcomes. 104
- Individual talent affects a Pokémon’s potential in specific attributes such as Attack, Speed, stamina, or defenses. High-value Berries and other resources can improve talent, though their effects are difficult to quantify. 37
- Move proficiency is a major benchmark for Trainer and Pokémon development; it can progress independently of level and is often harder to improve. 91
- Tactics, battlefield control, and adaptation can allow weaker Pokémon to defeat stronger ones when there is no absolute power gap. 104
- Base stats and total base stat value are foundational research metrics used to compare species and evaluate Pokémon available through institutional exchange. 50
Biology and Development
Types, Abilities, and moves
Pokémon are commonly identified by their Type, Ability, known moves, individual talents, level, special abilities, and future turning points. A Pokémon’s Ability can strongly shape its combat style or utility; for example, Pickup can locate resources, while species-specific abilities can alter energy use, defenses, or damage output. 36 107
Move proficiency ranges from basic use to increasingly refined levels such as Proficient, Mastered, Mastery Beyond Perfection, and Nature Tier. High proficiency improves a move’s practical effectiveness and can matter more than raw level in battle. 77 91
Evolution
Pokémon may evolve through natural growth, accumulated energy, held items, evolutionary stones, environmental exposure, or exceptional circumstances.
- A Water Stone evolved Poliwhirl into Poliwrath, while a Sharp Beak’s energy stimulation pushed Pidgeotto into evolving into Pidgeot. 104
- Pokémon Eggs can carry inherited moves, high potential, unusual bloodlines, and elemental affinities before hatching. 94
- Some Pokémon can undergo Mega Evolution through an Evolution Stone and a deep bond with their Trainer. 335
- Evolution can alter a Pokémon’s future prospects, move proficiency, survivability, and role in major events. 104
Role in Human Society
Trainers and ownership
Pokémon are central to Trainer education, competition, research, public security, and ordinary life.
- Schools may provide students with starter Pokémon such as Caterpie or Weedle, while wealthier families can purchase Pokémon through Trainers Association nurseries. 2
- Trainer privileges control how many Pokémon a person may legally possess; top school performance can grant early permission to own a second Pokémon. 44
- The Trainers Association oversees Trainer assessments, rankings, licenses, and public-facing Trainer careers. 44
- The National Research Institute manages research, breeding, hospitals, nurseries, and logistical support; contribution points can be exchanged for Pokémon. 44
- The Pokémon Corps specializes in coordinated large-scale combat, including territorial operations and city assaults. 44
Civilian work and production
Pokémon are not limited to battling. Many contribute to production, agriculture, services, and manufacturing.
- Pokémon with limited combat talent may enter civilian industries, while stronger combat-capable Pokémon can serve in the Pokémon Corps. 100
- Miltank milk, Mareep wool, Lopunny fur, and Tauros meat are established commercial products. 137
- Machop and Mr. Mime are considered suitable examples of Pokémon that could assist with household or business labor. 100
Capture and Containment
Poké Balls are made from Apricorn, fruits containing spatial power. Their internal space can store Pokémon, while Apricorn-based storage equipment can hold objects without adding physical weight. 84
The first Poké Balls were developed from an Apricorn Mystery Realm in the Unova Empire more than a century earlier. Their ability to store Pokémon and impose irreversible restraints marked a turning point in humanity’s expansion into Mystery Realms. 84
Mystery Realms and Resources
Mystery Realms are dangerous spaces containing Pokémon, rare resources, artificial energy constructs, or fragments of other worlds. They can merge with the ordinary world, allowing Pokémon to escape into surrounding regions. 106
- Common restorative Berries have been cultivated outside Mystery Realms, but rarer Berries that enhance talent or elemental resistance remain difficult or impossible to transplant. 37
- Mystery Realms have produced transformative resources, including Apricorn, evolutionary materials, specialized training environments, and powerful elemental energy. 84 94
- According to Shaymin, Mystery Realms were created when Palkia’s conflict with Dialga entangled worlds and spaces, drawing fragments of different worlds together. 327
- Their hazards include powerful wild Pokémon, unstable energy, criminal exploitation, and abilities that can defeat ordinary surveillance or security measures. 66
Legendary Pokémon
Legendary and Mythical Pokémon exist beyond ordinary species classifications and can possess powers tied to time, space, life, weather, purification, emotion, or natural laws.
- Celebi is associated with time travel, vitality, revival, and purification. 106
- Mew is described as possessing the genes of every Pokémon and being able to learn every Pokémon’s moves. 144
- Articuno was born with Divine-tier potential, Eternal Freeze Force, and the ability to develop Ice-type moves toward Nature Tier proficiency. 280
- Legendary Pokémon may possess enough power to endanger entire nations or the world if provoked. 200
- Pokémon at the Pseudo-Legendary Tier are the strongest officially recognized under the international appraisal system, but genuine Legendary Pokémon can exceed conventional appraisal standards. 120 304
Human–Pokémon Relations
Humanity’s relationship with Pokémon is portrayed as necessary but precarious. Peaceful coexistence depends on respecting Pokémon habitats and avoiding attempts to eliminate or exploit them indiscriminately. 146 200
- Infrastructure projects can succeed through negotiation with Pokémon populations and Ranger protection rather than conquest. 347
- Pokémon research remains incomplete; unknown abilities can be exploited for crimes that leave little usable evidence. 66
- Pokémon may form deep bonds with Trainers, gaining strength through trust, care, shared training, and emotional connection. 186 339
- The National Alliance’s stated long-term goal is peaceful coexistence between humans and Pokémon. 200
