Background / History
Keiko’s First Student
Rasa graduated from the Ninja Academy at twelve and became the first student of sixteen-year-old jōnin Keiko. Rather than maintaining a strict teacher–student distance, Keiko taught him like an older brother, taking him on missions and personally guiding his ninjutsu. Pakura joined as another student several years later 390.
By the opening of the story, Rasa belongs to Keiko’s three-person squad alongside Pakura. When Shamon punishes Keiko for opposing the invasion of the Land of Rain, the entire squad is assigned to guard Bunpuku at the Abyss. Rasa openly complains about losing his chance to fight on the battlefield 1.
Wartime Service and Reconstruction
After Keiko’s victory at Lishi Fortress, Rasa brings more than three hundred reorganized shinobi to the stronghold in a day and a half. He helps with its reconstruction and receives responsibility for its defense, with the injured Akasuna Guimu assigned to assist him 5.
During a subsequent diplomatic journey, Keiko asks to borrow Rasa’s accumulated Gold Dust for war compensation, orphan care, construction, and education. Although Rasa had saved it for Gundam Technique training, he agrees to give it up for the village. Keiko resolves to establish a Mining Bureau under him so that Sunagakure’s finances will not depend on Rasa sacrificing his personal future 14.
Rasa also helps dispose of surviving Jashin cultists by kicking three bound immortals into a pit before it is buried and sealed. Hidan later remembers Rasa identifying him as still alive during Keiko’s rescue operation 15 58.
Factory Management and Intelligence Work
As director of the Hourglass Ninja Tools Factory on the Shule River, Rasa works alongside the laborers whenever administrative duties permit. He grinds blades, eats with the workers, and earns widespread respect through direct participation in production 35.
His dealings with Hanzo show a more calculating side. When Hanzo raises the plight of starving refugees, Rasa maintains polite hospitality while deliberately emphasizing that they are refugees of the Land of Rain, not the Land of Wind 39.
Keiko later orders him to hand his current work to Yura and take responsibility for a joint military operation against Hidden Mist bases in the Land of Rivers. His experience in Amegakure also improves his ability to handle official negotiations and pleasantries 47 87.
Rasa subsequently participates in intelligence operations, including the arrest of Uekusa Kenji and the assessment of Oto Taro as an undercover candidate. He values Taro’s observation skills, clear thinking, administrative experience, and battlefield record 87 109.
Shadow Assistant and Military Commander
As Shadow Assistant, Rasa supplies Keiko with political analysis and intelligence concerning Amegakure, Akatsuki, and Danzō’s growing influence. Keiko recognizes his increasing ability to understand long-term political manipulation 167.
During Sunagakure’s rebellion, Rasa confronts the attackers outside the Kazekage Building and offers them a chance to surrender. When they charge, he engulfs five hundred shinobi in Gold Dust. He later disables Hu Wen with the Nine-Needle Seal, preserving him for questioning rather than allowing Yamashita Tōru to finish the fight 210 211.
When Keiko departs to rescue the Third Raikage, Rasa is left in charge of village affairs and the aftermath of the rebellion. He initially questions the rescue’s distance and risks, then accepts Keiko’s deception-based plan while urging him to retreat if it fails 219.
Rasa also becomes commander of the 360-member Independent Regiment used as the “Blue Army” in Sunagakure’s military exercises. His veterans decisively defeat every regular regiment in the first round through mobility, traps, deception, and experience 258.
Moon Lake and Amegakure
Entrusted with defending Moon Lake New District, Rasa follows Keiko’s instruction to preserve Sunagakure’s forces. He secretly positions the Twenty-Second Regiment in the Black Prince Desert to threaten Konoha’s supply lines 307.
Danzō attempts to assassinate him through Dan Katō’s Soul Transformation Technique. Rasa calmly binds Dan’s spirit with the Soul Binding Technique—an ability acquired through Danzō’s own negotiations with Sunagakure. The ensuing Flying Puppet bombardment destroys more than four thousand members of Konoha’s North Route Army 308 309.
Rasa immediately counterattacks with six thousand shinobi, using Shadow Clones carrying Explosive Tags to demolish the enemy camp’s defenses. The camp falls at dawn, but Danzō has escaped, leaving five hundred rearguard troops behind. Despite exhausting three hundred thousand Explosive Tags, Rasa orders continued pursuit 309.
Later, he explains why driving Danzō away is preferable to destroying him: Sunagakure can reduce casualties, secure Amegakure as a buffer, and preserve Danzō as a rival to Hiruzen within Konoha. He coordinates with Akatsuki and considers Pain’s proposal to bypass Amegakure’s defenses through its sewers 322 326 327.
After Amegakure is devastated, Rasa shifts to emergency relief, ordering shelter, food, medicine, refugee resettlement, and free treatment. He and Pain continue securing supplies and reconstruction funds, supported by Keiko’s interest-free loan of two billion ryo 328 353.
Battle Against the Nine-Tails
Rasa joins Keiko against the Nine-Tails using his completed Gold Construct. Their coordination draws on roughly twenty years together and an established strategy in which Keiko distracts an enemy from the front while Rasa attacks from behind 389 390 393.
He buries the Nine-Tails with Gold Sand Grand Funeral while Keiko adds an Iron Sand pagoda. The restraint is temporary: the beast breaks free after about an hour. Prolonged combat exhausts Rasa, and he retreats when the Nine-Tails turns toward his Gold Construct 391.
Rasa later participates in the successful Nine-Tails sealing, which takes three days and nights. Afterward, Keiko sends him and Wuzhong Honglian to direct West Route Army operations near the Rock–Sand border 420.
Fourth Kazekage and Deputy General
Rasa eventually succeeds Keiko as Fourth Kazekage and serves for exactly ten years. His administration continues Keiko’s economic and political plans, during which Sunagakure becomes the shinobi world’s financial center and reaches one hundred thousand registered ninja and fifty thousand standing troops 514.
At Keiko’s direction, he orders Sasori to lead fifteen thousand Coastal Defense Army soldiers to support Utakata against Kirigakure’s rebels. The intervention ends the rebellion in seven days and results in Kirigakure leasing Jiyue Island to Sunagakure for ninety-nine years 514.
After passing the Kazekage position to Sasori, Rasa moves with Karura to Half-Mountain Green Palace. Keiko appoints him deputy general and provides a luxurious residence, but immediately gives him another substantial workload 514.
When Bunpuku is dying, Rasa brings his newborn second son to the Sand Temple, intending the child to become Shukaku’s next jinchūriki. Keiko rejects the plan, frees Shukaku to serve as the Land of Wind’s guardian deity, and names the baby Gaara 516.

Personality

His devotion to Sunagakure is strong enough that he willingly relinquishes resources saved for his own training. At the factory, he compensates for his belief that he is not especially gifted by handling work personally and leading through example 14 35.
With experience, he develops outward courtesy, inner sharpness, and a calm, decisive command style. Danzō respects his defensive planning despite disliking him, while Rasa proves capable of both ruthless suppression and rapid humanitarian organization 304 328.
He remains emotionally close to Keiko, mixing formal obedience with teasing, concern, and complaints about his workload. Even after becoming a veteran administrator, he warns Keiko against unnecessary risks and eventually seeks relief from fifteen years of handling his administrative burdens 219 506.
His loyalty to the village can also override paternal protection: he is initially prepared to make his newborn son Shukaku’s jinchūriki. Keiko’s intervention prevents that sacrifice 516.
