The two reasons Minato Namikaze had agreed to Uchiha Yuu's plan, aside from protecting Konoha from devastation, included that power of resurrection. The strong of Dawn Hidden Village could fight without regard for anything else. Even if they died in the end, they could be revived.
In contrast, Konoha only had fewer people left the harder it fought. It had no way to stop the enemy's invasion.

Just as Jiraiya finished listening to Minato Namikaze and sank into astonishment, he suddenly heard footsteps coming from the door, followed by the sounds of people collapsing one after another.
