Background

Konoha enters the story during a fragile postwar peace. Its leadership expects renewed conflict among the great villages and avoids an open clash with the Uchiha Clan, judging that internal violence would leave the village exposed to foreign enemies 5.

The village’s treatment of the Uchiha is politically divided. Hiruzen prioritizes stability and seeks to cultivate Uchiha You as a bridge between Konoha and the clan, while Danzo considers the Uchiha an inherent threat and attempts to build an independent organization to control such risks 5 15.

Konoha’s apparent peace conceals surveillance, factional conflict, and covert violence. Root monitors promising children and targets Kushina Uzumaki as the Nine-Tails’ jinchūriki, whereas Hiruzen allows her relative freedom in hopes that personal bonds will secure her loyalty to the village 8 11.

Political Climate

• Uchiha Clan — Konoha relies on the clan’s combat strength but distrusts its political independence. Shuiyun’s betrayal results in collective compensation demands and front-line deployments for the clan 43.
• Danzo’s faction — Danzo seeks control over gifted or politically vulnerable shinobi, including You and Kushina. His Root agents operate covertly and are willing to eliminate witnesses or recruit through force 8 16 44.

Military Preparations

Konoha responds to signs of war by increasing Academy and Genin training, stockpiling supplies, expanding medical personnel, and assigning Jonin to prepare their students for real combat 23.

During negotiations with Sand Village, Konoha mobilizes its major clans: Uchiha activate their Sharingan, Hyuga branch-family members conduct surveillance, and clan prodigies are recalled from public activity 32.

Once war begins, Konoha divides its forces between multiple fronts. Orochimaru commands operations around the Hidden Rain Village, while separate forces prepare for threats from the Hidden Cloud, Hidden Stone, and Sand Villages 45.

Medical Corps Expansion

Anticipating war, Konoha authorizes Tsunade to establish the Medical Corps and teach the Healing Technique to potential medical shinobi 23 24. The program identifies You as an exceptional but unconventional medical talent despite the belief that Uchiha lack the Yang Release Chakra needed for Medical Ninjutsu 24.

Sand Alliance and Espionage

Konoha negotiates with Ebizo’s Sand delegation while discovering that Sand shinobi have been investigating the village’s young prodigies 30 32. The resulting agreement provides Sand with supplies and support in exchange for cooperation against the growing regional crisis 33.

Second Shinobi World War

War begins earlier than You expected after Sand Village declares war on the Hidden Rain Village, forcing Konoha into rapid mobilization 44 45. Konoha establishes a field hospital near the Rain border, where You’s triage reforms and Medical Ninjutsu help prevent the treatment system from collapsing under mass casualties 45 47.
