Background

In Year 45, Konoha is a busy village with commercial districts, civilian merchants, shinobi patrols, and the Uchiha Police Force maintaining local order. Uchiha Lan’s handling of a merchant dispute reflects the Police Force’s visible role in street-level administration. 1

Lan later reorganizes a Konoha commercial street by replacing irregular protection-fee collections with lower monthly fees, improving sanitation and security, regulating business density, and discouraging destructive competition. The district becomes Konoha’s busiest and most commercially successful street, improving civilians’ perception of the Uchiha Clan. 4

Before open conflict begins, rising prices for food, ironware, shuriken, and explosive tags, increased patrols, ANBU activity, and the recall of combat shinobi make the approaching war evident to Konoha’s residents. 7

Government and Internal Affairs

Konoha is led by the Third Hokage, Hiruzen Sarutobi, who consults Danzo Shimura, Homura Mitokado, and Koharu Utatane on major military and political decisions. 4 10

Hiruzen initially favors intelligence gathering, border reinforcement, and diplomatic restraint when Sand Village activity becomes suspicious. Danzo repeatedly argues for preemptive escalation, including attacks intended to destabilize Hidden Sand from within. 4 5

The village relies on its shinobi clans for wartime mobilization. Before the conflict, the Hokage orders each clan to place at least one-third of its ninja on standby and prepare to mobilize three-quarters if war begins. 6

Uchiha Clan

The Uchiha Police Force is responsible for village security and counterespionage during the war buildup, while the clan’s elite forces are considered for frontline service. 7

Konoha’s leadership also regards the Uchiha as politically divided between moderates and hardliners. Hiruzen promotes Uchiha Lan in part to strengthen the clan’s moderate faction and maintain ties between the Hokage administration and the Uchiha. 13 48

Land of Rivers campaign

Konoha stations forces in the Land of Rivers, a strategically vulnerable buffer country between the Lands of Fire, Wind, and Rain. The country is not permitted to establish an independent ninja village by the surrounding powers. 7

After Hidden Sand’s surprise offensive, Shikaku Nara organizes the western defense around fortifications, intelligence verification, supply protection, and controlled attrition rather than reckless counterattacks. 9 10

Orochimaru assumes command of the western front, while Shikaku, Inoichi, and Choza serve as senior aides. Tsunade is recalled to counter Sand’s poison warfare, and Jiraiya is assigned to deter intervention around Amegakure. 11

Konoha’s advance units, including Uchiha Lan’s squad, clear enemy teams and gather intelligence ahead of the five-thousand-man vanguard, allowing the main force to reach the Land of Rivers outpost without major losses en route. 17

Defense of Mount Kikyo

Mount Kikyo is a major strategic route linking the Lands of Fire, Rivers, and Wind. If Hidden Sand captures it, its forces can advance directly toward the Land of Fire. 17

Hidden Sand breaches Konoha’s first three defensive lines with poison mist, puppets, coordinated Wind Release, and Rasa’s Magnet Release. Konoha responds with reinforcements, Earth and Fire Release defensive teams, Shinku Yūhi’s genjutsu, and Inoichi Yamanaka’s Mind Body Switch Technique. 27 32 33 34

Konoha ultimately holds Mount Kikyo after Rasa orders a withdrawal, though the defensive line is left devastated and its surviving troops exhausted. 35

Reputation

Konoha is regarded as a militarily powerful village with extensive mobilization capacity, but its position becomes vulnerable after the costly defense of Mount Kikyo. Hidden Stone, Hidden Cloud, and Hidden Mist each begin preparing operations intended to exploit this weakness. 35 36

Uchiha Lan’s reported victory over more than one hundred Hidden Sand shinobi is publicly promoted by Hiruzen to raise Konoha’s morale and ease tensions with the Uchiha Clan. 48

The feat also strengthens Konoha’s reputation in the mission market: merchants and brokers increasingly view it as safer and more capable than Hidden Sand, damaging Sand’s ability to compete for paid missions. 49
