History
Hokage and Academy policy
Hiruzen welcomes a new Ninja Academy class with a speech about the Will of Fire, teamwork, sacrifice, and loyalty to Konoha. Privately, he notices Uchiha Obito’s absence and judges the frail-looking Uchiha Hara harshly. Hara, in turn, recognizes the speech’s persuasive force but distrusts its ideological purpose 4.
Hiruzen personally arranges the elite graduates’ teams. He separates Hara from Kurenai Yuhi because he fears that harm to her might trigger Hara’s Sharingan awakening. He places Hara under Orochimaru and assigns Kakashi Hatake to Minato Namikaze, hoping Minato will temper Kakashi’s rigid mission-first outlook 66. As war approaches, Hiruzen appoints Danzo, Jiraiya, and Torifu Akimichi to command Konoha’s three armies, while giving Orochimaru an undisclosed assignment rather than a frontline command 86.
Resignation and return
After the Third Shinobi World War, Konoha’s leaders criticize Hiruzen’s peace agreements for demanding no reparations despite victory. He resigns, and Minato is elected Fourth Hokage. At the inauguration, Hiruzen formally hands Minato the Hokage hat, though he appears at the ceremony through a Shadow Clone 154 155.
Following Minato’s death during the Nine-Tails attack, Hiruzen resumes office. At his first major leadership meeting, he presents clan relocation as a safety measure; the resulting plan moves the Uchiha away from Konoha’s center. Conflict with the Uchiha and Orochimaru
Hiruzen initially treats Hara’s successful fiction as a possible new source of Uchiha influence. When Danzo proposes taking Hara into Root, Hiruzen instead transfers him to the Hokage Office under Yuhi Shinku’s supervision, intending to keep his writing and public reputation under Hokage control 173 177.
After evidence of disappearances leads to Orochimaru’s laboratory, Hiruzen leads an ANBU raid and confronts his former student over human experimentation. He pursues Orochimaru but stops short of a final confrontation after Orochimaru escapes; the narration suggests that allowing a public defection serves Hiruzen’s political interests 180 181.
When the Uchiha begin selling property, Hiruzen interprets it as coup preparation. He and his advisers plan to let the clan appear to attack first while preparing their own assault. Hiruzen reveals a 2,000-ninja Sarutobi private army, but Hara’s evacuation plan removes the real Uchiha before the attack; the force overruns decoys and gains almost nothing 222.
Fall and trial
During the ensuing war, mass defections and retreats leave Konoha collapsing on three fronts. Hiruzen refuses Danzo’s demand that he step down and orders an investigation into the surviving Senju, prompting Kakashi to warn the clan 236. A three-day artillery bombardment then destroys Konoha’s defenses and most of the Sarutobi fighting force. Hiruzen surrenders after the battle, seeking to protect Sarutobi civilians sheltering underground 257 258.
At his public trial, Hiruzen faces eleven charges concerning clan persecution, human experimentation, diverted funds, suppression of gifted ninja, and other abuses. Witnesses include Tsunade, Orochimaru, Danzo, and leaders of former enemy villages. Daoyuan finds him guilty on all counts, and Hizashi Hyūga executes him by firing squad 270.
Appearance
Hiruzen’s public image is that of a kindly, pipe-smoking Hokage. Later scenes show his graying hair and beard; at trial, he appears haggard and disheveled 4 181 270.

His decisions are not uniformly detached. Sakumo Hatake’s suicide leaves him shaken; he had sought to damage Sakumo’s reputation and bring him under control, not drive him to death. He likewise confronts Orochimaru’s experiments as a disappointed teacher, while weighing the political consequences of capture 46 181. In Konoha’s final crisis, he refuses to relinquish power despite the village’s losses, recognizing that doing so would imperil his clan’s position 236.
