Although Hidden Forest had both Elves and White Dragons... just considering how the Mithril Elves had fled as an entire race to other planes to escape the Crown Wars made it clear that they were terribly unsuited for battle. They were the typical High Elves: heroes in solo combat, but worse than bears in group warfare.
As for the White Dragons... renowned scum among the Chromatic Dragons, they could only fight battles they were winning. When faced with an enemy they could not defeat, their first reaction was to flee, their second was to beg for mercy. Those willing to fight to the death either had no brains at all or were mother dragons protecting their young.
There was no point relying on any of them. Hill could only entrust the crucial task of protecting Edna to the Undead... Even if he did not care what became of that little girl in the future, Hill would never allow anyone to run wild within his territory.
Edna choosing to leave and die on her own was entirely different from being captured within his territory.
