Basically, wherever you were, if you could contact Sky City and gain its approval, a Traction Beam would carry you there.
For Angels traveling abroad, it was a godsend that could save their lives.

this was one of the Winged Folk's strategic Divine Artifacts.
They could strike wherever they pleased.
It gave them the mobility to deploy anywhere on the Gods Continent in an instant.
Meanwhile,
this enormous Sky City could also teleport itself. The cost was so great, though, that it rarely did.
William had seen it happen only once in his previous life: the time it crushed the Human Empire's Imperial City.
The Prince flew alongside Xiyan until they reached an endless sea of clouds.
Xiyan, the Little Angel in a silver battle dress, raised her hand and sent out a ray of Holy Light.

she waited quietly.
William asked no questions. It really was that simple. If Sky City had not insisted on maintaining its air of mystery, they could have summoned it from the ground.
It was rather like the Bifrost, just nowhere near as powerful.
Sky City responded quickly.
Only a few breaths passed
before a beam of Holy Light descended from the sky and enveloped them both.

they seemed to enter a Spatial Tunnel. It felt
