History
Founding and reconstruction
William renamed Border Town Dawn City as part of his plan to create a fortified refuge capable of surviving the future Dark Invasion. The name represented his intention for the city to become a source of light and civilization amid the coming darkness 41.
Its early reconstruction emphasized defense, sanitation, and greenery. Dawn City gained broad streets, bluestone paving, extensive underground facilities, trees and flowers throughout its districts, and wooden public restrooms placed every 200 meters 54 65. Its first completed wall was seven meters high and three meters thick; although built mainly of stone, iron coatings made it appear to be solid black steel 54.
Rise as a neutral power
Within months, Dawn City developed from a frontier settlement into a multicultural city inhabited by Humans, Elves, Half-Elves, Dwarves, and Winged Folk traders 65. William incorporated conquered or allied tribes into its economy and military, including Minotaurs assigned to supervise mines and later serve as trained soldiers 72.
The city’s strategic location, mineral veins, Rainbow Lake fisheries, fortified cliffs, and concentration of high-level figures made it a major regional power. William also began maritime expansion, building roads to the coast, founding a shipyard, and preparing ocean-going warships 76 153 154.
Player faction and mercenary center
Dawn City became one of the principal starting locations for Chosen Ones. During Open Beta, tens of thousands of Players arrived and were assigned the chain quest “Build Your Own Little Home,” through which they constructed their own district and developed an emotional attachment to the city 124.
William deliberately kept hostile factions alive when they could provide repeatable combat, escort, transport, and resource-gathering quests. This made Dawn City notable for the breadth of its player content, ranging from warfare and monster hunting to housing, crafting, policing, gambling, and naval exploration 153 254.
After the Dark Invasion, William reorganized the city’s forces into a defensive regular army and an offensive player-centered force. The Dawn Guard Legion handled public order, garrisons, training, logistics, and homeland defense, while the Dawn Rail Blade Legion and Dawn Mercenary Group accepted high-intensity combat contracts 244.
Academy, expansion, and continental influence
Dawn City founded the Dawn Magic Academy and Dawn Battle Aura Academy to train professionals, recruit talent, and produce future officers. Tuition was free, poor students could receive subsidies, and graduates had access to Dawn City employment, equipment, manuals, financial support, and emergency assistance 327 336.
Over the following five years, Dawn City absorbed Beast-Taming City, expanded its magical-beast industry, strengthened its Dragon Blood Legion, and developed into a major military and political faction 493. It later absorbed much of the defeated Legendary Mercenary Group, gaining neutral towns, mission resources, soldiers, and prominent surrendered experts 581 582.
Dawn City eventually established thirty Dawn Mercenary Group branches across Human, Elven, Winged Folk, and Dwarf cities, supported by trade agreements with multiple empires and kingdoms 664.
Appearance and Layout
Dawn City is a heavily greened settlement built into and around Blackleaf Forest, with new districts expanding toward the southern mountains while preserving much of the surrounding vegetation 65 327.
- Broad roads are paved with bluestone slabs and lined with trees, flowers, and grass 54 65.
- The city contains extensive underground facilities, later expanded through Dwarf excavation and construction work 65 611.
- Early defenses centered on cliff terrain, stone-and-iron walls, traps, enchanted fortifications, and shield formations 54 207 211.
- Rainbow Lake supports fishing, docks, shipping, and protected underground sites 74 154 611.
- The southern port and shipyard became central to Dawn City’s naval ambitions; unauthorized entry was punishable by death 153 154.
- By the World Tree War, Dawn City had multiple rings of walls and at least three defensive districts protecting Rainbow Lake’s forbidden grounds and the hidden World Tree 698.
Population and Forces

Government and Institutions
Lord system
Dawn City operates under a lord system centered on William’s personal authority. Unlike a hereditary noble territory, a lord’s territory depends on the ruler’s strength and influence; when Border Town’s previous mayor disappeared, the settlement fell into chaos and residents fled 74.
William maintains direct authority over development, military organization, player policy, resource allocation, and recruitment. This personal rule enabled rapid expansion but also made Dawn City’s stability closely tied to its lord 74 582.
Dawn Guard Legion
The Dawn Guard Legion is the city’s regular military and security force.
- Defends Dawn territories and contracted cities 244.
- Maintains public order and suppresses dark creatures 244.
- Provides military training, logistics, rear-area security, and garrison services for other factions 244.
- Uses standardized discipline and military literacy to distinguish itself from conventional mercenary groups 278.
Dawn Mercenary Group
The Dawn Mercenary Group is Dawn City’s player-heavy offensive arm and one of its most important sources of influence.
- Handles exploration, foreign wars, high-risk contracts, and large-scale player quests 244 255.
- Became renowned throughout the Southern Region after participating in Sloran’s restoration and receiving support from the Red Fire Kingdom 282.
- Later expanded through branches on other continents and became a cross-continent recruitment network 664.
- Controlled roughly seven-tenths of mercenary missions on the Legendary Continent after Dawn City took over the Magic Sanctum’s resources 606.
Dawn Academy
Dawn Academy consists of the Dawn Magic Academy and Dawn Battle Aura Academy.
- Provides free tuition, subsidies for poor students, scholarships, and talent-based recruitment 327.
- Trains both combat professionals and future commanders, staff officers, Mages, and military organizers 491.
- Offers graduates access to careers in Dawn City’s army, mercenary organizations, and civil departments 327.
- Is led by Old Bander as President of the Magic Academy and Old Pi as President of the Battle Aura Academy 491.
Military and Defenses
Dragon Blood Legion
Dawn City’s Dragon Blood Legion is its best-known elite force.
- Comprises 5,000 Grandmaster-tier Dragon Speakers and dragonblood warriors 493.
- Uses Dark Gold armor, Epic weapons, and dragon-scaled dire wolves 493.
- Fought hundreds of battles against the Orc Empire without a recorded casualty and killed approximately 500,000 enemies 493.
- Is considered among the ten strongest legions on the Legendary Continent 493.
Defensive systems
Dawn City’s defenses were built over multiple versions in anticipation of the Dark Invasion and later wars.
- Enchanted cliffs, demon vines, spear traps, shield formations, and fortified walls were used against dark creatures 211.
- Earth and Metal Mages reinforced the city’s cliffs to withstand climbing Dark Creatures 175.
- The city developed barriers capable of covering the entire city and was regarded as William’s most fortified settlement 536.
- During the World Tree War, Moxis and other Grand Archmages reinforced layered walls and activated the All-Element Rune Magic Array 698.
- Large-scale city buffs included Life Aura, Mana Aura, Legendary Lord Aura, and Moxis’s rune array 698.
- The defense force deployed rifles, cannons, pistols, hand cannons, arrow towers, artillery platforms, and other Mana Weapons 698.
Economy and Infrastructure
- Dawn City’s mineral resources include mithril, orichalcum, mana-related materials, and other rare veins; these resources support high-quality equipment production and trade 282 304.
- Monthly profit from commercial trade, minerals, agriculture, and other industries reached 2.4 million Gold Coins after expansion into Eastsea City, Storm Island, and Fishman Island 304.
- Rainbow Lake developed docks and fishing fleets, while Eastsea City focused on shipping, fishing, agriculture, and future tourism 74 304.
- The Dawn Fleet possessed two Epic warships, five Grandmaster-class warships, and eight advanced warships during its early ocean expansion 255.
- Dawn City’s shipyards, portals, flying magical beasts, and overseas branches made it a major transportation hub for Players and merchants 282 664.
- Magic-based modernization introduced floating lamps, household tools, cooling devices, and other inventions that improved living standards and productivity 282.
- William’s later entertainment inventions—including mahjong, poker, and legendary character-card games—expanded the city’s cultural influence 411.

Trivia
