Who Is the World's Finest Milotic?

Whether in terms of power or secondary effects, Max Moves far surpassed ordinary Pokémon moves.

But they were not without flaws. Most importantly, a Max Move's power was closely tied to the base power of the move it was derived from.

For example, a Max Flare based on [Ember] was far less powerful than one based on [Flamethrower] or even [Blast Burn].

The difference in power might be more than double!

So what about this Max Starfall from Milotic?

Milotic only had two Fairy-type moves in his movepool: Disarming Voice and Draining Kiss.

That was perfectly normal for a pure Water-type Pokémon, but the power of those two Fairy-type moves... was pitifully low.

Which meant that this Max Starfall's power would also be greatly reduced.

Even if it was a move specifically meant to deal double damage to Xia Chen's "Water/Dragon Milotic."
