Background
Milotic was a miserable, timid Feebas before Xia Chen took him in. Xia Chen raised him with Beauty Pokéblocks, pursuing an evolution method based on Beauty rather than the prohibitively expensive Prism Scale. After two and a half months of feeding, research, and training, Feebas evolved into Milotic in Xia Chen's home. Milotic regarded the evolution as the beginning of a longer path rather than its conclusion. 87
His early strength grew unusually quickly through the Dragon-Raising System, but his mentality remained shaped by his former life as a fearful Feebas. Sylveon eventually forced him to confront this insecurity at Dragon Leap Falls, where Milotic realized that beauty, talent, and external gifts could not replace courage. His renewed resolve unlocked the Leap in the Abyss achievement, permanently increasing all his abilities by 10%. 153
At the Waterfall Festival, Milotic endured the ascent of Dragon Leap Falls and was saved from falling by Sylveon. Refusing to retreat again, he absorbed the White Jade Orb and awakened Water Manipulation, allowing him to command the waterfall and reach the summit. 155
Milotic's growth later became increasingly draconic. Personality
Milotic is affectionate toward Xia Chen and deeply values the home and companionship Xia Chen gave him after his life as Feebas. He can be playful and impulsive, such as abruptly taking Xia Chen into a lake without warning, but becomes guilty when his actions inconvenience his Trainer. 105
He is proud of both his strength and appearance. His Competitive spirit makes him reluctant to show pain or weakness, and he becomes notably angered when attacks damage or soil his scales. 98 112
Despite his beauty and rapid growth, Milotic initially suffered from a deep inferiority complex. He feared that he remained the same weak Feebas beneath his evolved form and questioned whether his strength truly belonged to him. His encounter with the persistent Magikarp at Dragon Leap Falls and Xia Chen's support helped him choose to face adversity rather than flee from it. 152 153
Milotic is also highly competitive with Sylveon. Their rivalry began as a struggle over household status, but Sylveon's harsh intervention and later rescue during the waterfall climb became crucial to Milotic's emotional growth. 96 153 155
