Background / History

Konoha was initially governed by the Third Hokage, Hiruzen Sarutobi, alongside Danzō Shimura, Homura Mitokado, and Koharu Utatane. The village’s leadership regarded the growing divide between Konoha and the Uchiha Clan as a serious political problem, while viewing young Uchiha such as Obito Uchiha and Shisui Uchiha as possible bridges between the two sides. 5 33

During the Third Shinobi World War, Konoha fought simultaneous conflicts against Iwagakure, Sunagakure, and Kirigakure, while Kumogakure later opened another front. The village relied heavily on elite shinobi—including Minato Namikaze, Obito, Kakashi Hatake, and its major clans—to offset severe numerical disadvantages. 21 35 45

Konoha’s victories elevated Minato and Obito into internationally feared figures, but the war also intensified internal competition over the Uchiha Clan and village leadership. After the war, Obito covertly controlled Hiruzen and used the Hokage’s authority to reform Konoha’s administration and remove Danzō’s political faction. 56 58 59 62

The Five Kage Summit became a turning point. Obito assassinated Hiruzen during the conference and abducted the Fourth Mizukage, Yagura, leaving Konoha leaderless, internationally blamed, and tied to the actions of Minato’s former student. 63 69

Shinobi Forces

Konoha fields standard shinobi ranks, clan forces, ANBU, and specialized intelligence units. Its leadership relaxed promotion requirements during the Third Shinobi World War to expand its available combat strength. 21

• The Ninja Academy can approve exceptional early graduates; Obito became a Genin at age five after an examination before Konoha’s senior leadership. 6

Military Reputation

Hiruzen deliberately publicized Minato and Obito’s wartime achievements throughout the Shinobi World as proof of Konoha’s strength and the “Will of Fire.” Other nations reportedly allowed their forces to abandon missions when encountering either Minato or Obito. 24 32

Konoha’s military position later deteriorated after Hiruzen’s death, Minato’s departure to search for Kushina, Jiraiya’s absence, and the loss of much of its elite strength. 69 111 113

• Uchiha Clan — A major Konoha clan whose relationship with the village was strained by surveillance, distrust, and competing political loyalties. Hiruzen sought reconciliation, while Danzō favored harsher measures. 33 58
