But to ensure due process, they still had to follow judicial procedures first. Many of them still had living victims, so public trials were required, inevitably slowing things down.

Even with the Court operating around the clock in three shifts, conducting trials day and night without pause, only one or two million bastards were executed across all of Badab each day.

At this rate, it would take years just to kill all these bastards, let alone the other criminals.

There was good news, however. With the System's divine power behind it, more than half of Palatus's overall restoration work had been completed, and everything was expected to be finished within 721 years.

The civil improvement project in the Underhive was also more than halfway complete.

Three east-west and two north-south Water Supply Mains had been connected and put into operation. Their total length was beyond estimation, with tens of millions of water collection points established along the routes. Hundreds of billions of liters of Purified Water surged through them every day, bringing hope to Underhive residents.

To collect every usable resource, a Sewage System had been built alongside them, covering more than seventy percent of the area. Although it was only a simple public sanitation system, and most people had to use the toilet outside their homes, the government's semi-compulsory guidance and the improved security environment meant Underhive residents accepted it fairly well. The Underhive's sanitary conditions had also improved dramatically.

To sustain these systems, which were practically megastructures, hundreds of Large Plasma Reactors had been completed, connected to the grid, and put into operation. High-voltage transmission mains provided surging power for every system.

An Air Purification and Circulation System covering the entire Underhive had also been completed and put into operation. After more than a year of improvements, the Underhive's air quality had improved enormously, successfully reaching the point where it would not choke people to death.

Ample electricity had also made it possible to construct the Public Lighting System and Public Surveillance System. Complementing one another, they completely illuminated the Underhive, where most areas had once been shrouded in darkness. The ever-expanding network of Surveillance Cameras also left all manner of monsters and criminals with nowhere to hide, safeguarding the residents.

Among the Underhive's forty-seven pilot districts, the first batch of Standardized Residential Areas had been completed, and roughly twenty million households had moved in.

These residential areas were assembled from standardized Prefabricated Components. The buildings were six stories high, with four apartments per floor. Each apartment covered roughly sixty square meters and came with its own kitchen, bathroom, and balcony. Small plazas and green spaces stood in front of the buildings, while garbage collection points lay behind them.

The first residents were all "model workers" from the Engineering Teams, another measure by the new government to inspire the public.

Community Service Centers, Health Stations, Police Stations, Activity Rooms... these facilities, which they had never even heard of before, left them utterly amazed.

Although these twenty million households accounted for less than one percent of the Underhive's more than twenty billion residents, they still gave everyone else hope.

To Huron, however, this was merely the standard of a small county town from his memories, and one without many high-rises at that.

Even so, for most Underhive residents, it was already a world-shaking change.

Beyond the Underhive, the Mid-hive's Industrial Zone had undergone equally tremendous changes.

The Factories that had once been the private property of various nobles had been nationalized by the new government and placed under the unified allocation and management of the Economic Development Bureau.

After clearing logistical bottlenecks, building transport roads, and integrating complementary industries, this vast Industrial Zone spanning hundreds of thousands of square kilometers unleashed unprecedented productive capacity.

The daily output of basic materials such as Plasteel, Plastasteel, and Duracrete had reached more than one hundred million tons each. However, due to insufficient raw resources, this capacity had not yet reached its limit.

Although the scale of Mining Areas in the Hive City's outskirts and rubble recycling operations continued to grow, logistics throughput remained unable to rise due to limitations in road construction and transportation tools.

One of the new government's major priorities was now repairing and expanding the Transportation System.

After its production lines were consolidated and expanded, monthly output of the MA-1 Sapper Exoskeleton had reached one million units. Compared to the vast number of Special Operations Divisions Huron planned to establish, as well as the billions of Labor Workers, though, this output could only be described as... well, promising for the future.

Monthly production of Chainswords and Bolters had also reached several hundred thousand. The production lines for Chimera Armored Vehicles were still under constant construction, but several tens of thousands could now roll off the line each month.

Armenius had even led the Techmarines in close cooperation with the Bureau of Knowledge and Technology and its subordinate Department of Applied Technology Development, attempting to mass-produce Mk7 Aquila Power Armor.

Although progress remained limited due to the complexity of the technology involved and the rarity of the required materials, it still gave Huron something to look forward to.

As for the Air Force, air-superiority Fighters represented by the Lightning and Bolt, transport and support aircraft represented by the Valkyrie and Avenger, and Bombers represented by the Marauder had all begun production. Current output was low, but they were gradually overcoming their shortage of air power.

It had to be said that the Astral Claws' ambition had saved Huron a great deal of effort. They had long prepared Equipment Production Blueprints for all manner of gear. While they lacked high-end masterpieces, that did not matter. Massive quantities of usable weapons were the key to victory.

Therefore, Huron planned to add another Army Aviation Squadron equipped with 60 Lightning fighters to the Special Operations Division to make up for its current lack of Specialized Tanks and further strengthen its combat power.

Progress on the naval side was slow. The original fleet had been repaired, and two Sword-class Frigates captured from the nobles had also been restored, bringing the number of Frigates to eight, along with more than a dozen accompanying Armed Transports.

Huron also had the Armoury cooperate with the Bureau of Knowledge and Technology to increase the automation of Warships, reduce the number of essential personnel, and further enhance the advantages of Astartes Warships.

The advantages of Astartes Warships were their high degree of automation, rapid Ship Battery firing rates, and speed. Naturally, those advantages had to be strengthened.

The additional space could be used as living quarters for Breacher Teams, or fitted with more armor and support structures.

After more than a year of development, the Shipyard had expanded somewhat and launched twelve Gladius-class Frigates at once. Their estimated construction time was ten years.

Huron's Void Drydocks had increased to fifteen. He had also placed orders for five Gladius-class Frigates, with three drydocks building each Warship together, requiring only three years to finish one.

As for how they would explain the sudden appearance of five extra Warships? Don't ask. If anyone asked, it was the Emperor's might.

Once these Warships were completed, he believed his control over the Astral Claws, and even the Lamenters and Mantis Warriors, would rise significantly.

By then, wouldn't this little matter simply become everyone's shared secret?

What Astartes Chapter in the entire Empire did not have a few secrets of its own? The Astral Claws needed their own as well!
