The little girl simply lacked confidence.
She also lacked the ability to protect herself.
Her family circumstances only made things worse.

Nami smiled, looking genuinely happy.
"My name is Nami."
"The one in the kitchen is Sanji."

She could have fit a whole watermelon in it.

Naruto grumbled inwardly, The Marines chased her, and pirates rescued her. What kind of mess is this?
Sanji looked just as puzzled.
"So what do we do now?"
"What are we going to do with the girl?"
Naruto spoke slowly.
"We'll see how things go. Let's talk about it tomorrow."
Fear spread across the girl's face.
She looked utterly at a loss.
"Why?"
"Why, why..."
"I nearly died getting away from the Marines."
"And then pirates went and rescued me!"
"Why is my luck so awful?"
"This isn't funny!"
Grrr...
Her stomach let out a string of growls.
In the end, she gave in.
"Oh, forget it."
"I'm starving. I'd better find something to eat first."
At last, she slowly pushed open the door.
A scream came from the other side.
The door knocked Luffy down and pinned him beneath it.
Luffy groaned under the door, too stunned to understand what had happened.
Sanji looked thoroughly exasperated.
He sighed as he pulled Luffy out from under the door.
"Luffy. Of course it was you again."
"I've told you before."
