Background / History

Rise under Tobirama

Hiruzen entered Tobirama Senju's newly created ANBU after being inspired by Hashirama Senju's overwhelming presence and pursuing the Hokage position. During Tobirama's retreat from Golden and Silver Horn's forces, Hiruzen volunteered to serve as a decoy, believing this would prove him worthy of succession. Tobirama instead chose Hiruzen as the next Hokage and entrusted the younger generation to him. 146

Although he initially intended to protect Konoha and its people, Hiruzen gradually became consumed by the burdens and political leverage of office. He created Root, established the Council of Elders, and removed the major clans from direct control of village policy, ultimately concentrating Konoha's authority in himself. 146

Clan suppression and forbidden research

During the war against Hidden Stone, Hiruzen forced through a peace treaty when Konoha's clans believed victory was within reach. The resulting losses weakened the major clans while leaving the Sarutobi Clan comparatively intact. 147

Hiruzen later collaborated with Danzō and Orochimaru on Hashirama Cell experiments. Senju shinobi were used as test subjects in an effort to reproduce Wood Release; the program nearly destroyed the Senju Clan and produced Yamato as its sole viable result.
