The silent space was packed with machinery.

Ren looked around. He only wanted to know how much longer it would take to finish Pluton.

Iceburg sighed softly at his question. "Lord Ren... It'll take at least another decade or so to finish Pluton."

Ren frowned. "That long?"

Iceburg gave a bitter smile. "Lord Ren... Eight hundred years ago, my ancestors began turning Water 7 into Pluton. But they completed only a third of it. The remaining two-thirds is still a massive undertaking. And the shortage of materials is the biggest problem.

Just as Vice Admiral Garp said, even with Pluton's blueprints, building it would be difficult. The materials needed to construct an Ancient Weapon have long since been used up!

According to the records my ancestors left behind, materials capable of building Ancient Weapons were already scarce eight hundred years ago. Over the eight centuries that followed, the Celestial Dragons scoured the world and used every bit they found to forge a half-finished Uranus. Now it's nearly impossible to find materials for Pluton anywhere in the world.

That lack of materials was why Master Tom couldn't finish Pluton. So, using the blueprints Roger brought—the two sets you asked for—Master Tom worked to improve Pluton and find substitute materials. He had only completed half his improvements when Enies Lobby killed him. I carried on his work, but without materials, I could only make progress slowly.

After all these years, I've found substitute materials and worked out how to build it. But those are still only plans. Perfecting them will take several more years. Then I'll have to gather the materials and build it. Altogether, it'll take at least another decade or so!"
