Background / History

Tsuru belongs to the same generation as Garp and Sengoku. Sengoku harbored feelings for her, but she became involved with Garp and is revealed to be Dragon’s mother. Their relationship surprises other Marines because their ordinary interactions give little indication of their intimacy 634. She later explicitly refers to Garp as her husband 646.

Her long-standing enmity with Shakky began on Youth Island. According to Garp, the two discovered a single dose of medicine capable of preserving youth, which Shakky stole. Shakky retained her youthful appearance while Tsuru aged, leaving a bitter grudge between them 584.

Personality

Tsuru is analytical, cautious, and willing to acknowledge uncertainty. Sengoku turns to her when Ren’s actions leave him at a loss, and the narration describes her as sharper than him. Nevertheless, she admits when incomplete intelligence prevents her from understanding an opponent’s intentions 432 557 637.

Her pragmatism extends beyond the Navy’s conventional division between Marines and pirates. Although she initially regards Ren as an unfathomable madman, she later argues that his apparent recklessness rests on rational planning and consistently profitable victories. Anticipating conflict among the World Government, Celestial Dragons, and other powers, she considers Emperor Island a possible refuge for Momousagi 432 557.

Tsuru also objects when strategy comes at the expense of ordinary people and soldiers. She challenges the withdrawal of forces responsible for protecting islands from pirates, then angrily confronts Garp and Sengoku over their willingness to let Marines die as part of a brutal selection process 648 652.

Her composure has personal limits. She strikes Garp when confronting him about his secret assistance to Ace, and her resentment toward Shakky draws her toward settling old scores 584 644.
