After all these years, Kaido was sick to death of it. Moria had fought him several times, with both crews going all out. Every time, Moria got beaten bloody and his companions were killed. He had gathered plenty of pirates under his command over the years, only for Kaido to wipe them out again and again.
Strangely enough, Kaido could easily have killed Moria, but he never did. Instead, he let Moria leave.
Once Moria escaped, he gathered a new crew and launched another attack on Kaido.
The result was that Kaido kept fighting Buggy, while the Kaido Pirates kept fighting Moria. Sometimes the Buggy Pirates joined the fray, turning it into a three-way battle.
They fought day after day without pause. Moria got thrashed every time, and his men kept dying, but he tied down both Buggy and Kaido. Moria alone was keeping the two of them occupied. For that, the Marines were grateful.
Many Marines thought highly of Moria. Some even admired him. Sengoku found it awkward, but Moria was such an ideal Shichibukai that he quietly gave him some support. Many of the companions Moria recruited were even Marines.
Unfortunately, a Shichibukai like Moria was hard to find. Sengoku had a headache over it, and Kizaru had an even worse one.
