"Tally, how are things progressing?"
Dragon held a quill as he reviewed a document and questioned Tally beside him.
"We've grown steadily over the past two years. There haven't been any major problems, but we're running short of supplies. Everything in the Underworld is too expensive."
Tally's expression darkened. He knew how difficult the past two years had been for the Revolutionary Army.
"There's no rush on that. It's been two years. We can have our people start expanding."
"All right." Tally nodded.
"Aren't Betty and Morley back? Send them both to me."
"Got it."
"And how are Luffy and the others?" Dragon set down his quill and looked up at Tally again.
"They're training in the Calm Belt. With Garp, Koshiro, and Heracles training them together, Luffy and his companions are growing quickly."
"Good."
Relieved, Dragon waved for Tally to summon Betty and Morley, the commanders of the Revolutionary Army's East Army and West Army.
Beep! Beep!
Just then, alarms blared throughout the underground base. A communications soldier rushed in, looking frantic. "Mr. Dragon, something's wrong! A large number of pirate crews have appeared around us, but they're World Government forces in disguise. They've surrounded Baltigo!"
"What?"
Dragon shot to his feet. His and Tally's expressions changed at once.
"Gather everyone. Our base may have been exposed."
"Yes, sir!"
Meanwhile, outside Baltigo, pirate ships appeared from every direction. Their disguises fell away, revealing warships beneath.
"Haha! Well done, Nikola."
On the lead warship, Army Admiral Funilo yawned and praised the man beside him.
Nikola possessed the Paramecia Refraction Fruit. By bending light to create mirage-like images, he had allowed the warships to surround Baltigo in plain sight.
"It was nothing."
His blond hair hanging loose,
