In a spacious hall, Roger sat at the head of the room. His lips curved upward as he surveyed the gathering of talent before him.

He had planned this for so long. Now that he had brought the whole world to his side, all that hardship had finally paid off.

Only a small portion of the former Roger Pirates were present, but they alone were enough to stand above the rest.

Add the many Revolutionary Army officers, the Shichibukai, the Supernovas, and the leaders of various kingdoms—not to mention the fury of the entire world—and the World Government's destruction was only a matter of time.

Roger had another identity, too: Vegapunk, the world's greatest scientist. His technological capabilities were naturally formidable.

Even Kaido had been a creature Roger had accidentally created during an experiment.

Roger also knew how to make Artificial Devil Fruits and had begun cultivating them long ago. Millions of enhanced troops of every kind stood ready to sweep across the world at his command. Who could stand against such a force?

There was no need to rush, though. He would let some cannon fodder wear down the World Government first. Once it was thoroughly mired in the struggle, he would lead the Revolutionary Army in for the final blow.

Everyone in the hall was brimming with confidence, as though they could already see the World Government falling. The Revolutionary Army had the entire world behind it now. No force could make an enemy of the whole world, and Roger knew it.
