Brando had actually started wanting to leave Foosha Village. He wanted to go out and spread the Will of the Overlord, not defect.

But after learning from Luffy that Garp had already left, Brando decided to stay a while longer. It was not that he had been afraid before; he had merely been making a strategic retreat.
