After rubbing her eyes hard and patting her face to wake herself up, she continued reading.
Surprised... bewildered... trying so hard not to laugh that she almost cried.
In just a brief moment, Tsunade's expression changed again and again.
Good grief, Jingyi had really caused quite a few major incidents. He had actually forced the old man to compromise.
In the scroll, the Third Hokage poured out all sorts of grievances, recounting Jingyi's offenses. He said Jingyi ignored the rules, retaliated in every way, relentlessly targeted the Shimura Clan, and had even dismissed quite a few Anbu members for no reason.
He had even issued lethal orders when sending Anbu on missions, to the point that the Anbu no longer obeyed his commands.
Even worse, Jingyi was not only unwilling to hand over the puppets, but was also using them with great enthusiasm himself.
He had even used puppets to replace Anbu personnel, leaving many Anbu idle and disrupting the village's arrangements.
Though he never said it outright, he kept hinting that the puppets... were needed by the village.
"Heh! Still not giving up, are you?"
Tsunade had initially felt rather sympathetic toward the Third Hokage, but after reaching the end, she decisively tossed the scroll aside.
Same old routine—trying to play the emotional card with the village, hoping she would soften up and persuade Jingyi to hand over the puppets.
Not one word about compensation. They just wanted the puppets.
There was no need to think about it. Jingyi would never hand them over. If this had happened at the very beginning, and the village had been willing to pay a price, Jingyi would not have minded selling some puppets to the village.
Once the village got a taste of the benefits, it would want even more puppets.
