The four halls were larger even than the gods' temples. They were the council chambers of the Burning Legion's four Demon King factions, places only Demon Kings could enter.

The four factions commanded hundreds of thousands, perhaps millions, of core Demons and countless ordinary Demons. Yet there were only 108 titled Demons. The four factions had claimed some, and Ancient Demons held several more. Fewer than a handful were neither Ancient Demons nor Demon Kings of the four factions.

Strength alone was not enough to become a Demon King. You also needed followers of your own, considerable renown within the Burning Legion, and, most importantly, the Magic Network's recognition. That last requirement was exceptionally hard to meet. Only 108 Demons had earned its recognition since the Burning Legion's founding, and most of them were veterans who had once followed the Three Demon Gods. Few were newcomers.

Those 108 Demons formed the Burning Legion's core. Each had a unique number bestowed by the Magic Network, granting a powerful enhancement that raised their strength further. That was why Demons fought for the title of Demon King.

Every Demon King had followers. Take Crocia, the Fifth Sea Emperor, ranked fourth and known by the codename Sea Goddess. Her Magic Network number was No. 4, so her first follower was No. 4-1. Each Demon King could have only a small number of numbered followers. Those numbers also had to be granted by the Magic Network, though they were somewhat easier to obtain than the title of Demon King. To the countless Demons, they were still vanishingly rare.

To earn a number and the Magic Network's recognition, a Demon had to make greater contributions. Generally, that meant
