"And Mentor Yoda, I never expected the two of you to share such a relationship. Lord Wang Yu was actually able to invite you to personally lend him aid, allowing me this rare chance to have a drink with you!"

Yoda also raised his cup with a smile. "Your Majesty is too courteous. Wang Yu and I do have some ties. He sensed that Blood Fang seemed to have targeted him and came to seek my help, so I came."

"Lord Wang Yu has truly done my Blue Silver Empire a great service this time! The Blood Fang Star Bandits have run rampant throughout our Blue Silver Empire and several neighboring allied nations for so many years. Relying on their considerable strength and slippery methods, they have never been completely eliminated." Ivan smiled and continued.

"Yet this time, they suffered such a great loss at your hands, losing one of their deputy commanders just like that!"

"This is excellent. Blood Fang's arrogance will certainly be dealt a severe blow. Perhaps they will leave our region altogether and go plague somewhere else. You have truly removed a grave threat from Blue Silver!"

"Your Majesty flatters me. I was merely protecting myself. They came to my door, so I could hardly sit and wait for death." Wang Yu also smiled as he raised his cup.

This emperor made it sound as though he truly placed great importance on the threat posed by Blood Fang.

If Wang Yu had been more shortsighted, he might almost have believed him.

Every elementary universe nation had at least one Domain Lord-level powerhouse presiding over it. If they truly resolved to hunt them down, Blood Fang's three commanders, no matter how formidable, were only Universe-level. There was no way they could escape.

Yet petty thieves still plundered the planet, and even the children of great families needed Star-level bodyguards when traveling, or they might be robbed.

For example, the Fire Phoenix Group, led by a World Lord and a group of Domain Lords, was known even to the Virtual Universe Company, yet it continued to exist just fine.

On a larger scale, the Blood Demon King directly occupied a star region within a universe nation and carried out bloody trials on a grand scale, yet the ruler of that universe nation had not casually wiped out such an overactive little king.

These were all situations seen in the original work. Even in the present era, countless billions of years earlier than the original work, what Wang Yu knew was no different.

When all was said and done, the reason was simple.

First, powerhouses were too lazy to personally act at every turn.

Take Wang Yu himself. If Tian Shi were killed, he would naturally be enraged. But if some other Planetary-level fighter died and expected him, a Universe-level lord, to personally handle it, he would not be willing either.

There were over three hundred billion people under his rule, with Planetary-level fighters numbering in the billions. How could he possibly concern himself with every one of their lives and deaths?

Second, many of these villains were deliberately kept alive by the upper echelons as quest NPCs to nurture geniuses.

Since the Virtual Universe Company knew about the Fire Phoenix Group, why had no powerhouse acted to eliminate them?

They were deliberately left behind for Domain Lord-level geniuses to use as whetstones.

There were many aspects and forms of tempering.

If one merely pursued life-and-death danger by sending geniuses into secret realms to adventure or making them fight universe beasts with no intelligence, the forms of tempering would be too limited. They would also lack understanding of the world and human nature, both of which had a significant effect on one's will.

Even forces beneath the Virtual Universe Company operated in much the same way.

When someone committed murder or evil, unless they went too far or directly touched a taboo, even if powerhouses could eliminate them, they would often deliberately allow such villains to remain, leaving them for geniuses to deal with as tempering.

As for how many deaths and injuries these people caused while they existed...

It could only be said that powerhouses did not care about the deaths and injuries of the weak.

If they truly cared, powerhouses would abide by rules far more often, and the slave trade would not be so widespread.
