The moment the five hours were up, Werther arrived at the battlefield with his forces and took up the agreed position.
In the distance, Shanks and Kozuki Oden approached with a large crowd of their own.
Among them were members of the Red Hair Pirates, samurai from Wano Country, and its common people.
More surprising still, Kozuki Oden had brought his family. His wife and the little brat Momonosuke were both there.
The most striking figures on the field were neither Shanks nor Kozuki Oden, but the common people of Wano Country.
They wore rags, their faces sallow and their bodies so thin they were little more than skin and bone. They looked like a procession of skeletons.
Their eyes, filled with despair, stood out all the more from their gaunt faces.
When those people looked at Werther, there was no hatred in their eyes. Only fear.
After two months of war, Werther had become their nightmare.
"Thunder Swordsman, I've agreed to negotiate, and I've brought every one of my people. There's no one left in the rear of Wano Country. If you don't believe me, send someone to check."
Kozuki Oden had agreed to that malicious demand because Wano Country was on the brink of destruction.
These negotiations were Werther's chance to wipe them all out, but they were also Wano Country's last hope.
Neither side had come in good faith. Both had their own schemes.

Werther spoke first, because he had no idea what to say in a supposed negotiation.
Red-Haired kept scanning the surroundings, likely searching for a way through.
Werther had cut open the front of Wano Country's walls. The other three sides now formed a natural cage.
