Dressrosa, on a bright, sunny morning.
Werther sat at a large round table surrounded by members of the Donquixote Family, bosses of the Underworld, an envoy from the World Government, and even a Navy representative.
"That's the situation. In an hour, I'll launch an all-out war against the Revolutionary Army. If anyone has an opinion, speak up."
The World Government envoy spoke first.
"Mr. Werther, the World Government strongly supports your efforts against the Revolutionary Army. We will commend you for this..."
The envoy's words sounded painfully bureaucratic to Werther.
"Speak plainly."
Werther slapped the table, making everyone around it flinch.
The envoy's face changed color, but when he remembered who Werther was—and how terrifyingly strong he was—he could only swallow his anger.
"In short, we support you and are willing to send people to help."
"How many?" Werther never wasted words.
The people the World Government sent were not necessarily sent by Anita, so Werther had not expected much.
"Five hundred elite soldiers."
As expected, the World Government intended to sit back and watch the two sides fight. Werther mentally crossed out the word "elite."
Five hundred more cannon fodder.
After the World Government envoy spoke, the Navy representative took his turn.
Werther was a Shichibukai, so support from the World Government and the Navy was only natural, especially given his connection to Anita.
"The Navy won't be sending anyone here."
The Navy dealt with pirates regularly, and its representative was just as direct.
"But we'll strike the Revolutionary Army's bases with everything we have. Our forces are already on the move: thirty thousand Navy soldiers, more than a hundred officers of captain rank, and seven flag officers."
Werther nodded in satisfaction. The Navy was showing some sincerity.
The Revolutionary Army was a major enemy of the Navy too.
