Loa wasn't coming down to show Red-Haired Shanks respect. The idea that Shanks could make anyone give him face was only a joke, after all.
The real reason was that Loa had nothing to brace himself against in the air, and flying took part of his attention. Neither helped in a contest of sheer presence.
