The lowest level of Headquarters Prison was the High-Security Prison.

A prison guard rubbed his hands together and gave Loa a fawning smile. He desperately wanted Loa gone, but the gap in rank and strength was plain to see. None of the guards dared hurry him.
For the past six months, Loa hadn't been serving solitary confinement. He'd been living like a king!
If his bedding got dirty, they washed it. When mealtime came, they cooked for him. If his toenails grew long, they even had to trim those!!!
What exactly had he come here for?
Did he think this was a twenty-star hotel?!
But under Loa's tyranny, they had no choice but to sweep, cook, do laundry, fold his bedding, and trim his toenails.
Fleet Admiral Sengoku had promised that as long as Loa didn't break out during those six months, the guards serving him would each be promoted one rank and have their pay doubled.
