Seeing Moria back down, Zephyr exhaled a puff of smoke in disdain. He put away the Golden Den Den Mushi and said to Ain behind him, "I'm going aboard to inspect the ship. You lot, be careful! Until I get back, no one acts without orders! If anyone refuses, open fire!"

Ain and Binz wondered why Zephyr would not let them accompany him. But with outsiders present, they did not question his orders.
As Zephyr walked toward his sailing ship, Moria's expression kept changing until it settled into a darkness he could not conceal.
"You forced my hand, Zephyr!"
The cargo aboard Moria's ship was meant for Jones. If it could let Moria go after Jones again despite his defeat, it was not something to underestimate. And anything capable of unleashing that kind of power was likely contraband explicitly banned by the World Government.
Now that Zephyr had boarded the ship, there was no hiding it.
