Only then did Heiduo remember that there had been three wishes in the original story: one for Archie and one for Mila.
The final wish had been Scott's: to summon countless guests.
To be fair, Scott had indeed paid a great deal in the original story. The Battle Frontier had nearly been destroyed by the Sea Monster, and his employees had either been injured or wiped out.
There were not many bosses who had such a miserable opening day.
It was only right for him to receive a reasonable, not overly extravagant wish.

Honestly, Mila had barged into the press conference because he had been too reckless. Dara being knocked unconscious had been an accident. All the stolen Pokémon had been recovered, and all the damage the Armored Man could cause had been contained within an extremely limited scope.
Likewise, the part where the Pokédex Holders were revived was gone as well.
Scott's justification for taking that wish suddenly became much weaker.
Even arguing that Jirachi had been revived on his territory, giving him legal ownership, or that Professor Oak had personally promised him, would have been more reliable than claiming to be part of the victimized group.
And as one of the few great tycoons in the Pokémon world, Scott was exceptionally skilled at dealing with people.
