"Impossible!"
When Iceburg heard that Oak wanted the entirety of Water 7, his first reaction was to refuse. But then he remembered who stood before him and hurriedly explained,
"Although I am the mayor of Water 7, I do not have the authority to decide who this city belongs to.
"Besides, given your identity, the World Government will not just stand by and watch Water 7 fall into your hands!"
Iceburg analyzed the situation for Oak.
No matter how one looked at it, Water 7 would not side with Oak.
"You don't need to worry about that!"
Oak glanced at Iceburg after hearing him.
"Also, I am informing you, not negotiating with you. Whether you and the others in Water 7 agree or not, the outcome will not change!"
He was utterly domineering. He did not need anyone's approval. If he said Water 7 was his, then it could only be his. He had not come to Iceburg to negotiate, nor did he hope to use the influence of Water 7's mayor to help him control the city.
In this world, ruling a place had never depended on such flashy tricks. It depended on strength. Absolute strength could suppress every voice of resistance, and he happened to possess that strength.
"The reason I came to you is that when the day comes for me to formally take over Water 7, I hope you will step forward and help me stabilize the situation here. As for the rest, you need not concern yourself with it!"
Oak did not mean he wanted all of Water 7 right now. Only after he had consolidated all the forces would it be time for him to take over the city.
