Lucas survived Ochoku’s attack, formed the Eternal Federation, recruited scientists, and gathered new allies while preparing against the World Government. After battles in Punk Hazard and Wano, the Gorosei launched an extraordinary Buster Call against the federation, leaving its leaders bracing for the assault.

• Lucas defeated the Vampire-Vampire Fruit Will, recovered from Ochoku’s attack, and decided to investigate the assassination before seeking revenge.
• Lucas established the Eternal Federation with five kingdoms, which withdrew from the World Government and abolished the Heavenly Tribute.
• Lucas captured Vegapunk and recruited Caesar and Judge to develop technology and Artificial Devil Fruits.
• Lucas fought Kaido in Wano and won permission to marry Yamato, then took Yamato, Black Maria, Komurasaki, and the reborn Time-Time Fruit.
• Eos killed Kin'emon, Raizo, Kikunojo, Kanjuro, and Momonosuke after they declared their intention to restore Wano under the Kozuki Family.
• Stussy led Hiyori, Kalifa, Yamato, Black Maria, and Violet into Vegapunk’s Time Spirit Room to train, while Lucas later fought Yamato until she awakened her Haki.
• The Gorosei authorized an extraordinary Buster Call, and Violet spotted its thirty warships approaching the Eternal Federation with Borsalino, Sakazuki, and Neng aboard.
• Stussy assigned the federation’s defenses as the five kings headed for underground shelters, while a birdman reporter approached them.

Lucas and the Federation survived the World Government’s Buster Call, then turned their attention to Ochoku after his attack nearly killed Lucas. The arc ended with Yamato surrounded beneath Hachinosu’s fallen skull and Ochoku’s sword piercing her throat.

• Lafitte warned Morgans of the coming Buster Call, while Kalifa fought Mountain Hag and Weevil stopped CP agents from cutting the power station’s cables.
• Kong ordered the fleet to shell Eternal Continent, but Issho and the Flying Fleet helped repel the assault as Robin, Stussy, Hiyori, and others fought the attackers.
• Sakazuki badly wounded Hina, Betty, and Scarlet before Lucas arrived, healed them, and fought Sakazuki alongside Yamato.
• Lucas defeated Kong by making his heart explode through a hidden ingredient in the Full-Power Potion, and the surviving World Government forces retreated.
• The Federation aided displaced civilians and began rebuilding, while Lucas grew closer to Hiyori, Black Maria, and Hancock and helped prepare against Ochoku.
• Lucas sent Yamato, Stussy, and Hancock to Hachinosu, where they fought Ochoku’s crew as Lucas used the Eos to trap the island’s space.
• Yamato battled Chikara amid the ruins of Hachinosu, but Ochoku teleported a Busoshoku-coated short sword into her throat as she struggled beneath the fallen skull.

Lucas and his allies fought Golden Lion Shiki to stop his airborne islands from destroying the Kingdom of Ye, but Shiki’s defeat sent the islands plunging toward the country. Kalifa’s expanded spatial powers let Issho suspend the falling islands, giving the women time to attack them.

• Yamato, Stussy, Hancock, and Weevil defeated Ochoku’s forces on Hachinosu, and Weevil cleaved Ochoku in two as he tried to escape.
• Pedro, Beckmus, and Jebao saw the Federation’s laws protect Fish-Men from slavery, while Lafitte arranged for Fisher Tiger’s group to build homes and earn citizens’ trust.
• Lucas relocated Amazon Lily and invited Robin to travel with him, while Hancock became its ruler and Violet confessed her feelings for Lucas.
• Hawkins joined the Federation, and Shyarly’s vision helped Lucas’s crew locate the Kingdom of Ye, where Golden Lion Shiki was hiding.
• Lucas took Robin, Stussy, Scarlet, Hina, and Hiyori to confront Shiki, who used Indigo’s potion and giant beasts to prepare for battle.
• Lucas and Shiki fought for three days, and Lucas finally killed Shiki with a crimson slash as the potion’s effects faded.
• Lucas and his allies failed to stop the remaining islands from falling, but Kalifa opened Air Doors that let Issho extend his Gravity Field and freeze them above the Kingdom of Ye.
• Stussy urged the women to attack the suspended islands, and Lami and Ulti joined them in blasting and burning their weak points.

Lucas and his allies expanded their power across the New World and raided Impel Down to recruit Shiryu, free Bullet, and obtain the More-More Fruit’s lineage factor. The arc left Lami facing Magellan’s Venom Demon as the battle for the prison continued.

• Lucas and Robin explored Skypiea, claimed the Golden City’s gold, and Lucas killed Enel when he attacked them on Birka.
• Morgans declared Kaido, Linlin, Whitebeard, and Lucas the Yonko, and Sengoku publicized the report to provoke conflict among the pirates.
• Fisher Tiger established the Fish-Men’s place in the Federation, while Arlong attacked Marines, was imprisoned, and was killed by Daz Bonez, who then abducted Domino and Sadi.
• Lucas brought Domino and Sadi to his villa, recruited Baby 5, and learned from Reiju that the Time Spirit Room needed more lineage factor.
• Kalifa attacked Impel Down, defeated its defenders with help from Baby 5 and Lami, and Lucas recruited Shiryu after healing his chest wound.
• Lucas entered Infinite Hell, recreated the More-More Fruit from Byrnndi World’s lineage factor, killed the prisoners in nearly every cell, and invited Douglas Bullet to join him, and Bullet accepted while Redfield refused.
• Ulti fought Misell, Oregoridas, and the Jailer Beasts, killing Misell and several beasts before defeating the remaining guards.
• Magellan fought Lami despite his weakened condition, but Lami destroyed his Poison Dragon before his Venom Demon reached for her.
