This was the headquarters of the World Government's most powerful military force, the nightmare of countless pirates, and the cornerstone maintaining the fragile balance of these seas.

Beyond the enormous floor-to-ceiling windows lay a view of the entire Marineford harbor, and farther still, the vast, shimmering ocean.

Sunlight streamed through the glass, illuminating dust motes drifting slowly through the air. Files piled half a man's height high on the desk, with a half-eaten rice cracker beside the ink bottle.

Sengoku, who had only recently assumed the position of Fleet Admiral, sat in the broad Fleet Admiral's chair, elbows on the desk and fingers interlaced beneath his chin.

A world map hung on the wall opposite the desk. Red, blue, and yellow pins densely covered every sea, each one representing a crisis requiring the Marines to deploy forces.

Knock, knock, knock.

Suddenly, there came three knocks at the door, neither too heavy nor too light.

"Come in." Sengoku raised his head.

The door opened, and Vice Admiral Tsuru entered. She wore a dark purple suit beneath a Marine coat, her stride steady and her expression as tranquil as an ancient, undisturbed well.

She held a thin folder bearing the World Government's emblem on its cover.

"Dark Man's identity has been confirmed. These are the new bounty posters issued from above, including those of his accomplices."

She walked to the desk and gently placed the folder atop the mountain of documents.

Sengoku stared at the folder, his brow faintly furrowing. He reached out, took it, and opened the cover. The first bounty poster that met his eyes made his pupils abruptly constrict.
