The World Government publicly presented the Empty Throne as proof that no individual ruled the world, claiming that the twenty founding kings established an order based on equality, peace, and collective governance 136 214.

This doctrine concealed Imu’s existence and personal rule. Imu had secretly occupied the throne for centuries, while the Five Elders and God’s Knights operated beneath him 214. The Government also erased information concerning its origins, the ancient conflict with Joy Boy’s civilization, and the identity of the King of the World 137 252.

• Nefertari Lily, one of the First Twenty, allegedly opposed Imu’s ambition to become an immortal dictator and scattered the Poneglyphs preserving the truth; she was subsequently erased from history 263.
• The Government hunted the David Clan because it possessed knowledge capable of destabilizing its rule 302.
• It suppressed knowledge of the Nika Fruit and feared its user as a threat to the Celestial Dragons’ eight-century dominance 350.

Heavenly Tribute

The Heavenly Tribute was the Government’s primary taxation system and the financial basis of Mary Geoise’s wealth. Member nations paid tribute that supported the Celestial Dragons’ extravagant lifestyle and the regime’s broader operations 336.

Dawn’s influence over allied nations and shipping routes caused several countries to stop paying the tribute, threatening the Government’s finances and food supply 336.

Information Control

The Government maintained power through censorship, restricted technological development, and selective public narratives.

• After the attack on Mary Geoise, it erased reports of Imu, the deaths of Celestial Dragons, and the full scale of the assault; newspapers instead centered Fisher Tiger’s slave liberation 137.
• CP0 eliminated unrelated slave-catching groups as scapegoats after failing to identify those responsible for Saint Barbette’s death 105.
• It falsely framed the “King of the World” revelation as enemy propaganda to suppress doubt among Marines 137.
• Its suppression of technological development left much of the population dependent on limited information sources, chiefly the World Economy News 415.

The destruction of the Yoshiwara Island and Crown Sky Island training facilities severely damaged the Government’s recruitment pipeline and intelligence-gathering capacity 38 39.

• Planting Boom, the King of Gunpowder, as an undercover agent within the West Blue underworld 27.

Conflict with Dawn

The World Government’s treatment of its own forces accelerated internal dissent. On Hive Island, Imu transformed Marines and pirates alike into Blackening Soldiers, while the Five Elders later killed disillusioned vice admirals to prevent them from exposing the operation 383 393.

Public evidence of these actions drove Zephyr to form the NEO Marines, an independent force dedicated to protecting Marines from the regime that had treated them as expendable resources 436. Further betrayal at Mary Geoise reduced the Marines to scattered survivors and shattered their remaining loyalty to the Government 457.

During the final battle, the Government’s defenses collapsed:

• The God’s Knights were defeated after their Steel Hearts were identified and destroyed 462.
• The Five Elders abandoned Garling rather than risk their own deaths 462.
• The Celestial Dragons, Old World Government, and its associated ruling order were ultimately erased from history 467.

Legacy

The New World Government succeeded the old regime on January 1, 1534. It retained several institutional structures—including the Reverie, member nations, a global maritime security force, and an intelligence agency—but abolished the Five Elders and the Heavenly Tribute 467.
