The World Government publicly presented the Empty Throne as proof that no individual ruled the world, claiming that the twenty founding kings established an order based on equality, peace, and collective governance 136 214.
This doctrine concealed Imu’s existence and personal rule. Imu had secretly occupied the throne for centuries, while the Five Elders and God’s Knights operated beneath him 214. The Government also erased information concerning its origins, the ancient conflict with Joy Boy’s civilization, and the identity of the King of the World 137 252.
- Nefertari Lily, one of the First Twenty, allegedly opposed Imu’s ambition to become an immortal dictator and scattered the Poneglyphs preserving the truth; she was subsequently erased from history 263.
