He did not need Zephyr to obey him completely. It was enough for Zephyr to become alienated from the World Government. An anti-government force led by a former Marine Admiral was more than enough to give the World Government a massive headache.
"Use our channels to expose everything the Five Elders did on Hive Island."
Dawn gave the order calmly into his wristband Den Den Mushi.
