Hiruzen Sarutobi watched the scene in silence for a long while.

An Anbu ninja beside him could not help speaking up.

"Lord Hokage."

"Fang Xu's control over Earth Release is no weaker than that of a Jonin who specializes in Earth Release."

"Yet he is actually using all of it to build houses."

Hiruzen Sarutobi slowly exhaled a puff of smoke.

"Ninjutsu was originally a tool created by people."

"Combat is merely one of its uses."

His gaze fell upon the center of the construction site.

Earlier, Fang Xu had used the Flying Thunder God to transport stone materials.

Now, he was using Earth Release to build residences.

The ninjutsu that had once been used only to kill enemies, defend, and destroy had somehow all become infrastructure tools in Fang Xu's hands.

Hiruzen Sarutobi suddenly felt rather emotional.

For so many years in the Shinobi World, every ninja village had studied how to make ninjutsu more lethal.

How Fire Release could burn down enemy forces.

How Earth Release could destroy defensive lines.

How Water Release could flood battlefields.

Yet no one had ever seriously considered whether ninjutsu could also be used to build villages and improve ordinary people's lives.

That child Fang Xu always came up with strange, impractical ideas.

Yet when one thought carefully about them, they actually made some sense.

"Earth Release can be used to build roads, houses, and open mines."

Hiruzen Sarutobi murmured softly.

"Water Release can irrigate farmland."

"Fire Release can smelt and dry materials."

"Lightning Release might perhaps be used to transmit information as well."

The Anbu ninja was stunned by what he heard.

But Hiruzen Sarutobi said no more.

He shook his head, a trace of helplessness appearing on his face.

Fang Xu staying off the battlefield certainly put his mind at ease.
