Before the Dissolution of the Soviet Union, the economy had been in a slump and life was hard. The Evil Ghost Driver could no longer afford to support his family.
With no money coming in, his wife had an affair. When the Evil Ghost Driver found out, he flew into a rage and killed her and her lover.
Murder carried a death sentence. Even amid the chaos of the Soviet Union's collapse, the Evil Ghost Driver was sentenced to death and shot.
But after he died, the Evil Ghost Driver somehow "came back to life." He fused with the Ghost Taxi and, consumed by hatred for the living, drove the same route every day, killing passenger after passenger!
"Wait. You were just an ordinary person while you were alive, but after you died, you became a ghost that could hurt people?"
If Li Wei hadn't kept Legilimency active and known the Evil Ghost Driver was telling the truth, he would almost have thought the man was lying!
How was that possible? It defied everything he knew about magic!
According to an ironclad rule of the Wizarding World, only wizards with magic in their bodies and powerful souls could leave the Misty Realm after death, carrying their lingering obsessions and part of their souls with them to become ghosts!
Ordinary people's frail souls, untouched by magic, could never escape Death's grasp and leave the Misty Realm. They couldn't become ghosts!
What was more, even ghosts formed from dead wizards had no power to affect the physical world!
The ghosts in Hogwarts Castle, for instance, could pass right through young wizards, but all they did was make them feel as though a bucket of cold water had been poured over them!
