As the great sea prison where the Navy and the World Government held the world's most vicious pirates, Impel Down was virtually impregnable inside. Patrols were everywhere, along with all manner of bizarre beasts and Den Den Mushi surveillance devices, making the prison as impenetrable as a fortress.

Of course, no matter how formidable the mechanisms, traps, and guards were, they were all made and controlled by people.

The reason Impel Down had earned its reputation as an impenetrable fortress was entirely because of two people.

They were Magellan of the Poison, the current deputy warden, and Shiryu of the Rain, the chief guard and swordsman. By comparison, the original warden of this massive prison was somewhat obscure.

However, even Shiryu, who was notorious for slaughter, did not dare let his guard down when facing the current warden of this prison.

Outside the warden's office on Level 4 of Impel Down, Magellan, dressed in his brownish-yellow deputy warden uniform, and Shiryu, clad in the chief guard's uniform, stood outside for their daily report.

When they heard a voice from within telling them to come in, the massive wooden doors were pushed open, and the two stepped inside.

Before them was a remarkably antiquated stone room. Wooden bookshelves lined the walls, packed with medical books, while beside a desk on the left sat a creature that was neither entirely human nor entirely beast.

He was immensely burly, dressed in the black uniform of a chief guard. His lower body was human, but his upper body bore the head of a male goat, with a pair of enormous, hard, jet-black spiral horns standing out prominently.

This was Nicholas, the current warden of Impel Down, known as the Black Goat.
