Background / History

The World Government was founded by twenty kingdoms approximately eight hundred years before the main story. Their descendants became the Celestial Dragons, who established themselves as the ruling class. The founders’ statues stand along the route into Mary Geoise, while the Empty Throne and the Room of Authority symbolize the Government’s political structure 143 336.

The organization controls the majority of the world’s land, resources, and recognized kingdoms. More than 130 countries are affiliated with it and pay the Heavenly Tribute, while many poorer nations remain outside the system and receive no official Marine protection 340. The imbalance leaves most of the world’s population with limited land and resources while the Celestial Dragons control the Red Line and its wealth 340.

The Government presents itself as the guarantor of order and justice, but its policies protect the Celestial Dragons’ privileges. Member nations are expected to fund the system through tribute, and the Marines are used to defend the Government’s authority. The institution has also concealed slavery, human trafficking, corruption, and abuses committed by nobles and affiliated rulers 45 139 348.

Although the Five Elders are treated as the visible supreme authority, Imu commands them directly. The Elders obey Imu without question and are themselves disposable when they no longer serve her plans 356 570.

Affiliated nations must pay enormous annual tributes to retain their status and access to Marine protection. The burden impoverishes weaker countries and can force rulers to oppress their own populations to meet the payments 138 340.

Control of Information

The Government attempts to suppress information that could damage its legitimacy. Stussy was ordered to conceal news surrounding Roger’s execution, while Cipher Pol and the Marines repeatedly attempted to control reports about Ye Mu and the Sky Pirate Crew 21 57 139.

The World Government can draw on the Marines, Cipher Pol, and the armies of affiliated kingdoms. During the endgame, Kong was authorized to mobilize approximately 4.5 million soldiers from member nations in addition to the Marines 509 513.

Relationship with the Marines

The Marines publicly represent “Justice,” but their actual role has often been subordinated to the protection of the Celestial Dragons and the Government’s prestige. Marine officers have been ordered to tolerate slavery, conceal Government crimes, and prioritize political stability over civilian lives 19 351.

The relationship became increasingly strained under Sengoku. The Marines opposed the Shichibukai system, questioned the Government’s priorities, and were repeatedly blamed for failures caused by Cipher Pol or the Celestial Dragons 324 344 351.

Roger’s Execution and the Great Pirate Era

The Government attempted to tightly control Roger’s execution and prevent the public from learning damaging information before the event. The rise of the Great Pirate Era exposed the weakness of its overstretched military system 20 21 32.

Ye Mu’s Early Rebellion

The Sky Pirate Crew killed a Celestial Dragon, disrupted Roger’s execution, destroyed Government-affiliated territory, and repeatedly escaped Marine and Cipher Pol operations. These incidents forced the Government to treat Ye Mu as an unprecedented threat 57 74 212.

Mary Geoise Invasion

Ye Mu publicly declared war on the Celestial Dragons and the World Government in Mary Geoise. He used the royal families of fifty kingdoms as hostages, threatened the Holy Land with Power Rock, and demanded the release of its slaves 348 350.

The Five Elders initially chose to preserve Mary Geoise’s prestige rather than protect the slaves. They eventually negotiated with Ye Mu, allowing the prisoners to escape before preparing for further conflict 351 354.

Formation of the Rainbow Alliance Government

Ye Mu later established the Rainbow Alliance Government with Rainbow Country as its leading power and 103 non-affiliated nations as members. The alliance openly challenged the Celestial Dragons and the World Government politically, economically, and militarily 465 466.

Final War and Collapse

The Government’s campaign against Rainbow Country triggered defections, internal corruption, and the loss of strategic bases. Rainbow forces occupied G-5 and surrounded Mary Geoise, Marineford, and G1 515 520.
