But Siegel had actually been the most exhausted lately. He had begun his work even before the kingdom was founded, with pirates being sent to him batch after batch for ideological education.
Anyone else could be replaced, but because of the special nature of his Fruit, he had to do it personally.
Thus, he became the busiest man in the Utopia Kingdom, known as a thinker and a preacher. In Siegel's words, the country would fall apart without him.
Just as this massive nation, the Utopia Kingdom, was beginning to operate at full speed, a mysterious figure in a cloak and mask arrived. The tall hat on her head made her stand out sharply from everyone around her.
"A newborn nation really is full of vitality!" Imu said softly as she watched people all around building houses and planting crops. A closer look would reveal a faint smile in Imu's red pupils.
It would have been perfectly normal on anyone else, but on Imu, it was deeply thought-provoking.
Although the people nearby were curious about Imu's strange attire, no one disturbed her. During the founding ceremony a few days earlier, nearly all the pirates of the New World had come, along with the various races relocated from Totto Land. These people had already grown used to strange sights. After a few glances, they returned to their work.
