Thor wanted to argue. He had come to fight the enemy; Hela should lead everyone to safety and let him deal with this burning monster. Then he caught sight of Gungnir in her hand and remembered what Zhang Yang had told him. He obeyed her order.
"Where did that traitor Loki go? I'll deal with him first," Thor asked.
Hela could only tell Thor that Loki had gone looking for the place where Odin slept, though he would never find it.
"Take everyone and evacuate. Forget about Loki for now. Every moment you save could mean another life spared."
Thor wasted no time. With their lives hanging in the balance, he could no longer afford to act on impulse.
As queen, Hela issued her final command: "All soldiers and people of Asgard, follow Thor and evacuate. Leave Asgard for now."
The Asgardian warriors locked in desperate combat with the Flame Giants acted as if they had not heard her. They kept fighting.

"You dare disobey me?" Hela roared when the soldiers made no move to retreat.
The battle was already lost. Their sacrifices would be in vain.

After Hela urged them again and again, the soldiers began to withdraw. Surtur had no intention of letting them go.
