Fugaku had built considerable standing in Konoha. As long as he made no grave mistakes, he could speak directly on many matters.

After the meeting, the Jonin returned to their posts, and talk of disbanding the Advisory Council spread throughout the village.
To many of Konoha's Ninja, the fact that Danzo had not regained his position as Advisor was reason enough to celebrate.
The heads of Konoha's clans and the commanders of its various departments had even more reason to be pleased. Once the Advisory Council was dissolved in three months, the Hokage would be their only superior.
